As of February 15, 2021, it is no longer mandatory to test the installation of tow hooks in civil motor vehicle offices. This decision gave a great boost to this type of intervention last year.
In the past, all modifications, such as the installation of tow hooks, LPG tanks, disability equipment, etc., required visits and tests at the department of motor vehicles, followed by an update of the vehicle registration documents. The new 2021 decree greatly simplifies the process of installing tow hooks and also reduces bureaucracy. However, it is necessary to keep in mind which type of tow hook to install depending on the driver’s needs, as well as the certified full-load quality of the particular vehicle.
Installation of tow hooks: now everything is easier
The Decree of Jan. 8, 2021, entitled Innovations in the matter of ascertaining changes in the structural and functional characteristics of vehicles and updating the registration certificate determines the types of changes to the structural and functional characteristics of vehicles, including with reference to vehicles with adaptations for people with disabilities, for which there is no examination and testing at civil motor vehicle offices, as well as the methods and procedures for the ascertainment and updating of the registration certificate.
Of these, item 2 includes the installation of the tow hook on international M1 and N1 category vehicles. The towbar installation procedure is thereby greatly simplified, as it is sufficient to complete the workshop/equipment manager’s self-declaration on the conformity of the installed product and the work performed.
In particular, according to the regulations, the person in charge must declare – in accordance with and for the purposes of Article 47 of the same Presidential Decree No. 445/2000 – that they have installed on the vehicle (showing license plate and chassis number) the tow hook specifying the following information: type, class, approval number, D-value and vertical load. It is also indicated that the aforementioned tow hook is among those provided for the type of operation of the vehicle and that it complies with all the regulations stipulated by the vehicle manufacturer and the manufacturer of the towing equipment, and like all other good technical requirements, applicable, especially with regard to anchorage points, fasteners and tightening torques. Finally, signage that has been worked on expertly must be placed correctly.

The importance and effectiveness of the DETER BOLT® system is due to the use of special keys for screwing and unscrewing.
- The keys will have a unique coding number, or the company name, and will be sold with transfer of ownership.
- The keys will exclusively fit the screw in question.
